- Summary of the Business Summary of the Business The National Treasury Management Agency (NTMA) provides asset and liability management services to the Irish Government. It has evolved from a single function agency managing the National Debt to a manager of a complex portfolio of public assets and liabilities. Businesses managed by the NTMA include borrowing for the Exchequer and the management of the National Debt, the State Claims Agency, the New Economy and Recovery Authority ("NewERA"), the Ireland Strategic Investment Fund, National Development Finance Agency and the NTMA Future Ireland Funds business unit with responsibility for the management of the Future Ireland Fund and Infrastructure, Climate and Nature Fund . The NTMA also assigns staff to the National Asset Management Agency, the Strategic Banking Corporation of Ireland (SBCI) and Home Building Finance Ireland (HBFI). The NDFA provides financial advice to State authorities in respect of those public investment projects which are referred to it, with a capital value over €75 million. The NDFA procures and delivers Public Private Partnership (PPP) projects as requested by State authorities (with certain exceptions such as Transport Infrastructure Ireland) and also provides post-handover contract management and support services to some sponsoring bodies in respect of the operation and maintenance of their operational PPP facilities and directly procures certain Exchequer-funded projects on behalf of the Department of Education. Role Summary The NDFA is seeking a suitable candidate for a Project Finance Director role within the financial advisory team. This is a senior role reporting directly to the Deputy Director, Head of Financial Advisory. The successful candidate will be required to lead engagements with various entities providing financial and commercial advice to assist the delivery of major capital projects and programmes. This advice will be required under various forms of project delivery including Public Private Partnerships (PPPs). Key Responsibilities Some of the key tasks the successful candidate will be required to perform include : Lead engagements with clients : provide financial and commercial advice to assist the delivery of major capital projects and programmes, including PPPs. Project structuring : assist and advise clients on scoping and developing projects including financial modelling, risk assessment, contract development, financial evaluations and contract close negotiations. In the case of PPPs, the role will also require engaging with prospective funders and negotiating and agreeing funding documentation. Funding market engagement : maintain active engagement with equity and debt funding markets for capital projects. Managing members of the financial advisory team : ensure the advice being provided is clear, concise, accurate and timely. Identify learning and training opportunities to ensure the continuous development of team members. Preparation of reports for senior management on a wide variety of issues. Business development : take a proactive approach to business development and secure new engagements and opportunities for the team. Advising on environmental, social, and corporate governance requirements that are relevant to the financing of major capital projects. Qualifications / Knowledge Third level degree, preferably in economics, finance or other relevant discipline. Chartered membership of relevant professional body e.g. ACA, CFA desirable. Experience Relevant experience includes (but is not limited to) : At least 15 years relevant experience in a financial advisory role, banking or sustainable finance. Experience in supporting the delivery of major capital projects and programmes is desirable. Skills Excellent team leadership and coaching skills.
