- The Organisation The MHC is an independent statutory body established in April 2002 under the provisions of the Mental Health Acts 2001-2018 (the 2001 Act). The principal functions of the MHC, as specified in the 2001 Act, are to promote, encourage and foster the establishment and maintenance of high standards and good practices in the delivery of mental health services and to take all reasonable steps to protect the interests of persons detained in approved centres. The MHC is also empowered to undertake such activities, as it deems appropriate to foster and promote these standards and practices. The Assisted Decision Making (Capacity) Act 2015 (the 2015 Act) provides for the establishment of the Decision Support Service (the DSS) within the MHC to support decision-making by and for adults with capacity difficulties and to regulate individuals who are providing support to people with capacity difficulties. The 2015 Act reforms Irelands capacity legislation which has been in place since the 19th century. It establishes a modern statutory framework to support decision-making by adults who have difficulty in making decisions without help. Please note that all reference to the Mental Health Commission include the Decision Support Service. The Role The Research and Policy Executive will support the Director of Regulation and the Head of Standards in producing a range of regulatory framework documents and guidance for mental health service providers in Ireland. Developing high-quality regulations, standards, rules, and codes of practice is a critical component of the MHCs goal of improving mental health services. The successful candidate will also contribute to the development of internal policy documents to ensure consistency in regulatory practices. Essential Requirements Achieving business plan objectives as defined by the Director of Regulation and the Head of Standards. Researching national and international evidence and best practice related to mental health services. regulations, standards, rules, and codes of practice. Coordinating and managing expert advisory groups, working groups, and public consultation process in line with the MHC Policies and Public Sector Equality and Human Rights Duty. Analysing the stakeholders feedback and best practice evidence. Preparing drafts and incorporating feedback from SLT / Board / Management. Producing written reports and presentations as required. Compiling and presenting reports and updates for management and the board. Revising existing guidance documents, standards, policies, and procedures. Attending and contributing to all relevant meetings as appropriate to the role. Collaborating with external stakeholders, contractors, and partners. Collaborating with the Head of Regulation and the team of regulatory managers. Collaborating with the Inspector of Mental Health Services and their team. Undertaking other duties and responsibilities as may be determined by the Director of Regulation or Head of Standards to support the implementation of the Commissions business plan.
