The Role
Dublin Port Company is seeking a motivated Health and Safety Officer to join our Programme Management Office (PMO) on a 3-year fixed-term contract. This is an exciting opportunity to support the safe delivery of complex civil engineering projects within Dublin Port by influencing safety performance, leading audits and inspections, and working collaboratively with contractors and project teams to achieve the highest standards of health, safety, and welfare.
Key Responsibilities
Supporting the PMO Health and Safety Manager, Project Managers and wider PMO department, the successful candidate will:
Act as a Safety Leader to support the delivery of the Programme Management Office work in a consistently safe and sound manner.
Provide expert advice and support to staff and contractors on matters relating to Health, Safety and Welfare.
Develop strong relationships with internal and external stakeholders to deliver best practice solutions/recommendations in line with Dublin Port Company needs.
Develop and influence policies, procedures and guides to support the requirements of the Programme Management Office.
Deliver the safety management system audit and inspection program.
Identify areas for safety improvement and support the implementation of solutions to champion and deliver the required change.
Mentoring and coaching of contractor staff to the requirements of Dublin Port Company's Programme Management Office requirements.
Attend site meetings and workshops to ensure high risk activities are managed and the hierarchy of controls have been considered.
Review and comment on contractor RAMS and documentation to ensure adequate controls and measures are planned.
Compare RAMS with site activities to ensure what is planned is fully completed, to a satisfactory standard, in a timely manner.
Complete incident investigation critical reviews submitted by contractors to ensure root causes are identified and adequate controls are implemented to prevent recurrence.
Ensure contractor, PSCS and PSDP documentation is in place, maintained and improved.
Qualifications and Experience
Essential
- A minimum diploma (NFQ Level 8) in Health & Safety.
- Member of IOSH.
- Knowledge of Safety, Health and Welfare legislation, including Construction Regulations.
- Knowledge and working experience of Heavy Civil Engineering projects.
- Highly motivated with a strong belief in the value of safety.
- Comfortable with the usage of Safety Management Systems.
- Excellent IT skills (e.g. Office 365 packages).
Desirable
Experience and understanding of Marine Civil Engineering.
Contractor management experience.
First Aid Qualification.
