Job description

Job Title: Consultant Psychiatrist - Intellectual Disability Services (Part -Time)

Location: Stamullen, Co. Meath

Purpose of Post

  • The overall objective of this position is to manage and provide medical leadership to the highest professional standards and, within available resources, ensure the provision of psychiatric services which are of high standards and in accordance with evidence-based practice and national standards For persons with a neurodivergent condition, learning disability +/- brain injury.
  • To ensure services are provided within a relationship which is based on respect and equality and that promotes their independence.
  • The Consultant Psychiatrist will be responsible for the management and assessment of medica/ nursingl personnel under his / her direction and to take a leadership role in clinical governance including the quality assurance of services provided.
  • The CEO may delegate specific tasks / responsibilities to the Director of Services which may be sub-delegated to the post holder.

Essential Qualifications and Experience

Candidates must meet the following criteria on the closing date:

  • Must be registered as a specialist in the Specialist Division of the Register of medical Practitioners maintained by the Medical Council in Ireland in the speciality of psychiatry

AND

  • Be registered as a member with The College of Psychiatry of Ireland


Desirable Experience

  • A broad range of medical experience within a multi-disciplinary health service environment
  • Have experience in the development of clinical quality assurances initiatives including Risk Management and Clinical Audit


Principal Duties and Responsibilities

  • Under the overall direction of the Director of Services, the Consultant Psychiatrist will be responsible for the following, ensuring privacy, dignity and respect of persons at all times.


Strategic Leadership

  • Provide medical leadership working in close collaboration with the other members of the MDT
  • Lead in the strategic development of medical services in accordance with evidence-based practice and national standards
  • Oversee the development of an effective quality management system which ensures the delivery of safe services to persons with a disability through good governance arrangement e.g. Clinical Audit
  • Support the Director of Services in the development of service plans, setting strategic objectives and goals across the multidisciplinary management team
  • Advise and support the Director of Services in the development of psychiatric services which meets the changing needs including the reorientation of existing services within available resources.

Managerial

  • Participate in the overall management of the ID / ABI services through membership of the Senior Management Team
  • Promote and facilitate co-operation and liaison across the multidisciplinary team in consultation and collaboration with the Director of Services
  • Establish and maintain good working relationship with all stakeholders including family members, funding agencies and all other relevant statutory / regulatory bodies
  • Ensure all available resources are utilised effectively and efficiently in the achievement of best outcomes for persons with a disability
  • Assist in the development and implementation of good clinical governance through participation in the governance structures
  • Participate in the investigation and review of serious incidents and ensure learning is shared across the ABI / ID services.
  • Participate in the development and implementation of the service user training programmes in consultation with the Director of Services.

Clinical

  • Ensure medical reviews of service users are completed as required
  • Participate in MDT reviews and case conferences as appropriate
  • Implement clinical audit programmes which assures medical services are delivered in a safe and effective manner
  • Provide sessional psychiatry to service resident group as appropriate
  • Undertake capacity assessments and provide legal reports.

Staff Management

  • Identify and address, in consultation with the Director of Services, the development / training needs of medical personnel
  • Develop and maintain excellent communication with staff at all levels

Health and Safety

  • Perform duties in a manner conducive to health and safety and in accordance with Talbot Group policies and procedures.
  • Attend all mandatory training appropriate to the post and in line with Company Policy

Training and ongoing development

  • Maintain awareness and commitment to personal ongoing professional development, ensuring compliance with professional regulatory bodies
  • Monitor and ensure compliance of medical personnel with the training and regulatory requirements of their professional bodies
  • Attend and participate in education and in service programmes as required by the needs of persons with disabilities and in compliance with national and local policies and national standards
  • Maintain mandatory registration with professional bodies and submit documentary evidence prior to each renewal date
  • Maintain medical indemnity insurance against claims arising from malpractice and negligence and submit documentary evidence prior to each renewal date

Special Skills and Competencies

Professional Knowledge & Experience

  • Experience of working with people with a neurodivergent condition, intellectual disability and acquired brain injury.
  • Knowledge of services to people with a disability
  • Knowledge of National Disability Standards (HIQA)
  • Knowledge of clinical quality assurances practices and principles of good governance arrangements
  • Knowledge of all relevant legislation and national policy, applicable to the disability sector
  • Have good administrative skills including clinical report writing
  • Have personnel skills with particular emphasis on motivation and leadership within a clinical team environment

Accepts responsibility for ensuring that his/her professional practice and conduct meet the standards of the professional, ethical and relevant legislative and regulation requirements. Demonstrates a commitment to maintaining, enhancing and extending their knowledge, expertise and competence throughout their professional career.
