Overview
As the Head of Compliance Monitoring at FLY4 Airlines, you will be responsible for establishing, implementing, and maintaining the Compliance Monitoring System (CMS) in line with IAA, EASA regulations, and company procedures.
This role ensures that all operational activities, including those of subcontractors, comply with regulatory requirements and industry best practices.
To maintain objectivity and integrity in compliance monitoring and auditing, you will operate independently from operational areas.
You will work closely with the Accountable Manager and the wider SSC Team, providing updates on compliance findings, recommending improvements, and ensuring corrective actions are tracked and implemented.
You will facilitate external audits and ensure effective communication regarding compliance matters to support the smooth execution of compliance activities across FLY4.
The successful candidate must be acceptable to the Competent Authority for Airworthiness and Air Operations functions, in accordance with applicable EASA regulations.
Duties and Responsibilities
Develop, implement, maintain, and manage an effective compliance monitoring system for AOC, and Part CAMO including requirements for EASA, IAA and IOSA, including development of the risk-based audit schedule.
Develop and manage the audit plan, ensuring it is approved by the relevant Postholders and the Accountable Manager and transmitted to the IAA.
Supervise internal audits and ensure external audits (Regulatory, IOSA, Customer) are facilitated.
Track and evaluate findings from inspections and audits, ensuring corrective actions are taken promptly.
Lead and ensure robust root cause analysis and corrective / preventive actions for any non-compliance issues identified.
Regularly report the progress of the compliance monitoring programme to the Accountable Manager and other relevant personnel, highlighting any issues or concerns.
Liaise with regulatory bodies, including the IAA, for matters related to compliance, technical, and organisational changes affecting approvals.
Ensure all compliance monitoring activities are documented and stored in line with prescribed periods.
Maintain and update the procedures, manuals and other related documents.
Communicate regulatory changes and amendments to relevant teams and advise on necessary actions to ensure compliance.
Monitor and ensure compliance with contracts related to outsourced activities.
Define compliance priorities and project objectives within the Safety, Security & Compliance department and oversee their completion.
Prepare detailed audit reports and ensure findings are communicated to senior management, ensuring timely resolution.
Attend SAG, SRB and other company meetings as required, providing data / content where requested.
Regulatory Compliance
Ensure the organisation's operations meet the requirements for AOC and Part CAMO, in accordance with applicable regulations (including Part M, Part 145, and IOSA).
Stay current with changes in EASA regulations, legislation, and industry best practices and communicate these to the relevant departments.
Stay up to date with changes in IOSA requirements relevant to the organisation.
Review the compliance systems of new and / or existing contractors or subcontractors who impact operations.
Organise audits of contractors' quality assurance systems.

Essential Skills and Qualifications
Must fulfil the requirements stipulated in Regulation (EU)1321 / 2014 - AMC1 CAMO.A.305(c) Personnel requirements for Head of Compliance Monitoring for CAMO to be acceptable to the IAA : A relevant engineering degree or an aircraft maintenance technician qualification with additional education (that is acceptable to the IAA) or 5 years of experience in addition to the 5 years stated above.
These 5 years should cover an appropriate combination of experience in tasks related to aircraft maintenance and / or continuing airworthiness management and / or surveillance of such tasks.
Expertise in IAA and EASA regulations, along with practical experience in compliance monitoring and auditing.
Demonstrated experience with IATA Operational Safety Audit (IOSA) programmes, including preparation, internal auditing, and implementation of corrective actions.
Proven experience in managing or working within a Compliance Monitoring System, including auditing and implementing corrective actions.
Previous managerial experience with the ability to lead a compliance team and manage complex compliance-related tasks.
Successfully completed formal auditor training and demonstrated experience in conducting and managing compliance audits.
Strong written and verbal communication skills, with the ability to effectively engage with internal and external stakeholders.
Strong analytical, problem-solving, and decision-making skills, with a keen eye for detail.
Ability to work independently, ensuring objectivity in monitoring and reporting compliance activities.
