The Role

As Head of Anti-Money Laundering and Counter-Terrorist Financing Legislation Compliance and MLRO you will be working closely with Paymentsense Ireland Limited board and management to continuously enhance the Anti-Money Laundering and Counter-Terrorist Financing and Sanctions (AML / CTF / Sanctions) programme for Ireland and EEA. In particular, you will have responsibility for ensuring a second line oversight of the AML / CTF / Sanctions framework and will manage the Central Bank of Ireland (CBI) inspections and reviews related to AML / CTF / Sanctions.

This role is deemed as a Pre-Approved Controlled Function role (category PCF-52) under the Central Bank of Ireland Fitness and Probity Regulations and may require the role holder to hold mandatory regulatory qualifications or the minimum qualifications to meet internal company benchmarks.

We are looking for an individual with an extensive practical AML / CTF / Sanctions compliance experience to join our fast-paced, growing payments financial technology company. You will hit the ground running from the start, and so we look for people who relish that kind of challenge and pace in helping the business grow.

What you will do…

  • Plan, develop, implement, oversee and enhance a risk-based AML / CTF / Sanctions Compliance Program to comply with anti-money laundering, anti-terrorist financing and government and economic sanctions requirements across EEA
  • Proactively communicate and coordinate with industry leaders, regulators (the Central Bank of Ireland and other European regulators responsible for AML / CTF) and financial intelligence units regarding company’s business model, AML / CTF / Sanctions compliance program and other regulatory matters, as appropriate
  • Coordinate PIL’s AML / CTF Compliance team’s efforts to develop AML / CTF compliance, sanctions and fraud programs in response to new laws, regulations, regulatory feedback and industry intelligence
  • Report and communicate with PIL board and senior management to support AML / CTF / Sanctions compliance objectives, promote understanding of AML / CTF / Sanctions risks and to advise on and support the resolution of AML / CTF / Sanctions compliance issues
  • Build regulatory and financial crime compliance awareness within the business through developing and facilitating training sessions with key stakeholders as well as engaging with process owners on a regular basis to ensure individuals understand their own accountability for AML / CTF compliance in the organisation
  • Conduct gap analysis on relevant AML / CTF regulations and ensure ongoing compliance with the PIL’s authorisation
  • Conduct annual AML / CTF risk assessments and incorporate conclusions into current policies and practices
  • Oversee the effectiveness of the customer monitoring processes, Suspicious Transaction Reporting program and on-going customer AML / CTF / Sanctions awareness and training processes and programs
  • Manage any internal and external AML / CTF exams, audits, third-party and regulatory reviews to ensure their timely and satisfactory completion
  • Oversee the AML / CTF outsourced activities to ensure they are performed in line with PIL’s Outsourcing policy
  • Wok with Risk and Compliance stakeholders to build out PIL’s Three Lines of Defence model, as business matures

What you will bring…

  • Extensive practical AML / CTF / Sanctions compliance experience preferably in payments (acquiring, card issuing), card schemes (Visa, MC, Amex, Diners), and financial technology
  • Strong knowledge of the industry’s standards, regulations and key financial crime regimes in Ireland and working knowledge of the regulatory requirements in other EEA jurisdictions
  • Depth and breadth of experience in financial crime risk and operational AML / CTF compliance, with exposure to monitoring, testing and assurance experience
  • Substantial operational knowledge in building and running sound end-to-end AML / CTF / Sanctions compliance program, with first-hand experience and understanding of regulatory requirements for Ireland and EEA
  • Effective communication skills enabling you to guide cross-functional, distributed teams on AML / CTF / Sanctions topics
  • High sense of responsibility and autonomy - "ready to go" from day one and to get stuck in the details
  • Sense of being fair and modest - willingness to scrutinise all the facts without making a snap judgement
  • Proactiveness - a honed alertness and vigilance to potential breaches in AML / CTF / Sanctions
