Job description

ROLE & PURPOSE :

  • Mainly a site-based role
  • To provide Site supervision support in terms of project site controls and reporting, project governance & assurance and management of projects as undertaken by TPS and Railway Systems.
  • To provide support on programme progress review on site to assist the Project Manager / Assistant Project Manager.
  • To assist with the smooth implementation of projects including the development of guidelines and templates.
  • To provide advice and assist with the implementation of arrangements required by applicable industry standards, regulations and legislation.
  • To project manage sub-projects within major projects undertaken by the business Unit

Working Relationship with :

  • The primary working relationship is with the Programme Managers, Project Managers, Assistant Project Managers for the TPS Project
  • Other working relationships are with Planners and Task Leaders working within the Capital Investment Division.
  • Interaction with external consultants, contractors and agencies will also form part of this brief.
  • The Site Supervision Engineer will also be required to maintain a working relationship with the following Departments as required.
  • IÉ Infrastructure.
  • IÉ Train Operations
  • Key Qualities : Essential :

  • A minimum of 2 years relevant site supervision & project engineering experience in railway or construction engineering environment.
  • Degree in Civil Engineering or equivalent
  • Demonstrated management and engineering capability appropriate to the role and purpose of the position.
  • Excellent understanding of Health & Safety issues in a construction environment.
  • Strong leadership, negotiation and interpersonal skills.
  • Availability to work nights and occasional weekend shifts.
  • Full driver’s Licence : a van will be provided to access sites.
  • Desirable :

  • Valid PTS (Personal Track Safety)
  • Valid Safe Pass card
  • Experience of working on a Railway Construction Project.
  • Demonstrable understanding of good Project Management Procedures
  • Knowledge of contract management and law.
  • Experience in the delivery of Safety Management Systems.
  • Member of a registered Construction Institution (Engineers Ireland, ICE or similar)

  • General Management Responsibilities :

  • Occupational Safety of all activities within the Projects Under your control.
  • Project Safety of the activities in the Capital Investment Division and on any work sites under your control.
  • Track and structures safety, the safety of buildings and any other CCE Asset whilst under the Capital Investment Department control by ensuring that employees / contractors under the control of these locations correctly complete all the technical tasks as required by the CCE / SET Documentation (as defined in the CCE / SET Department Safety Management System) as it affects Track Safety and Structures Safety.
  • Assist in providing effective site management of projects
  • Review site safety performance
  • Ensuring all expenditure is properly authorised.
  • Assist in the preparation of project plans for projects.
  • Review Contractor submissions on staff site attendance, training & safety certification.
  • Specific Responsibilities :

  • Support Project Management Procedure Audits / Gateways
  • Management of civil building / demolition works / SET Structures
  • Responsibility, as appropriate to your grade, for project controls & reporting, construction management, quality control, safety and contract / project management procedure compliance.
  • Execution of the requirements of your safety responsibility statement
  • Adhere to the requirements of the Safety Management Procedure for Project Audits / Safety tours.
  • Responsibility to ensure periodic monitoring is carried out to ensure appointed persons under the regulations are carrying out their functions.
  • Reviewing that Contractor staff are managed in an efficient and safe manner.
  • Reviewing that all Contractor staff are appropriately qualified or / and certified and assessed competent to carry out their assigned tasks.
  • Assist the project Manager to ensure the completion of projects at or below the approved budget.
